REASON FOR THE STORM TO FORM IN THE SEA INSTEAD OF LAND:

Storm is a rotating air in the temperature containing wet glue.  The top of the sea becomes overheating. When the sea temperature exceeds more than 2.9 Celsius, chances come for formation of storm. At that time, sea water evaporates

As the hot air has less density, it raises up carrying water drops. When it goes up above the sea level the density of air becomes less.   So, the hot air bubble expands.  The expanding wave rotates. Thus the bubble also rotates and goes up.

The temperature reduces, when it goes up from the sea level.  Thus the mountain areas are cool.   If hot air becomes cool, the air pressure reduces. So, air from other sides flows fast. As it rotates, the storm moves over the sea.

When the wind blows, the friction force formed on the sea, is more than the friction force formed on the earth. Therefore the force on the earth reduces and the storm stops. Further, there are no water bodies on the earth equal to those on the sea. So, though  the storm passes through the earth , storm is formed on the sea.
